Receiving A 503 Error On A Specific URL (Doc ID 2063886.1)

Symptoms

When accessing one section for a site studio website using the domain address (apache), the page results in a 503 error.
The same page is accessible using port 16200 of Content Server.
There is no problem with other sections of the same website. In fact even the sub-sections of the problem section are accessible.
In addition if the problem section is renamed and a new section is created with that name, it works.
So there is a potential workaround but it is not clear why 503 errors are happening. These errors show up in both apache and weblogic access log files.
