Symptoms
Using 11.1.2.4.0 version of OAG Policy Studio.
When attempting to open the /oaganalytics/conf/fed/configs.xml file in OAG Policy Studio 11.1.2.4.0 existing in a new OAG 11.1.2.4.0 installation, the following error occurs:

Unable to connect to the URL provided:
federated:file:/.../oaganalytics/conf/fed/configs.xml
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Install a new OAG 11.1.2.4.0 instance with Analytics
2. Open Policy Studio
3. Try to open the configs.xml file from OAG Analytics location and you will get the error reported.
