[Errno 2] No Such File Or Directory Error While Using sysupgrade --clean To Upgrade Installation To OAG 18.104.22.168.0

Using 22.214.171.124 version of Oracle API Gateway
When attempting to upgrade an OAG 126.96.36.199.0 installation to OAG 188.8.131.52.0 using the steps outlined in the documentation (<Document:1931302.1> How To Upgrade An OAG 184.108.40.206.0 Cluster Installation To 220.127.116.11.0 Version), the following error occurs:
The issue can be reproduced with the following steps:
1. OAG 18.104.22.168.0 is up and running (with a default installation).
2. Install OAG 22.214.171.124.0 in a different location, separate from the location where the 126.96.36.199.0 version is installed.
3. Start the upgrade script (sysupgrade --clean) as indicated in the documentation.
4. The error will be sent to the sysupgrade.log file.
