Page Separation/Multi-Page Detection Is Not Working In WebCenter Forms Recognition (Doc ID 2068559.1)

Symptoms

When using the Non-AP project, activate Multipage Detection does not work when running the project through the RTS Instance.

The Activate Multipage Detection checkbox is selected.  When testing, the phrases are recognized and the sample batch is highlighted green.  However when running them through the RTS instance with the separation workflow step enabled, the documents are not separate.
