Encoding issue When Saving Assets With Special Characters (non-ASCII) (Doc ID 2069285.1)

Symptoms

After applying 11.1.1.8.0 Patch 11, when saving assets with non-ASCII characters in the name or title, they are converted to junk characters. 

Steps to reproduce:

1. Create a new asset, for example "New document".
2. Write in any field a non-ASCII character. For example, in the "Title" field, put €.
3. Save the asset.
4. When inspecting you see ⬠instead €.

Changes

Introduced Eloqua integration from Patch 10. 

Sites web.xml was updated to add the new servlet filter for Eloqua integration. This is introduced in patch 10 and later.
