Symptoms

After mirroring start menu items from Source environment to Target environment, the Contributor UI > Content > New option does not work.

In the Target Contributor UI, get this error when select Content -> New:

"An exception occurred on the server while executing UI/Data/StartMenu/New: AssetException: Cannot start process: Initial workflow step was not selected. If problem persists please contact the system administrator."
