Java Parameters Missing When Starting The Managed Server From The WebLogic Admin Console (Doc ID 2070538.1)

Goal

When I start a managed server from WebLogic admin console, it says "STARTING", but never starts up. The console eventually hangs, and I can't click anything. The managed server log says:

Notice that the Xmx and Xmx and PermGen values are there. So it has plenty of memory! My question is this: Why are the java parameters missing when I start up the managed server from the WebLogic admin console?
