Symptoms

You have successfully installed and configured Reports 12c, and have also created the Reports Tools Instance by issuing the ReportsToolsInstance command per instructions in:
      Reports Server 12c Failing to Start After a New Install and Configuration (Document:2069065.1)

Now, attempting to access your in-process Reports Server (rep_wls_reports_<host>) or standalone Reports Server using any rwservlet command, like showjobs, gives the System User Authentication prompt with:
