Non Administrator user is not able to see the Metrics definitions in the metrics browser in monitoring dashboard

Symptoms

When logged in with a non-admin user belonging to roles operator, monitor or deployer, this user is not able to see the metrics definitions in metrics browser in the monitoring dashboard link.

This used to work in other environments which belong to WebLogic 12.1.2 and lower versions like 12.1.1 or 10.3.6 but in new 12.1.3 domains, the user cannot get it working anymore.

The user (which is an AD user from an ActiveDirectory provider) can log in to the console and to the monitoring dashboard but the metric browser tab in the monitoring browser shows nothing.

This issue also happens with a local user (from DefaultAuthenticator) even when granted all the following roles : Monitoring, Deployer, Operator, AppTester.

When using weblogic account or an account with the Administrator role the metrics shows just fine but it is not reasonable to grant such a role to developers in certain environments.

Changes

WLDFHarvesterRuntime MBean is responsible for showing the metrics definitions in monitoring dashboard. In all the WebLogic versions below 12.1.3, if a user belongs to any role, you was able to see the metrics definition. From WebLogic 12.1.3 onwards, only Admin user by default will have access to see the metrics definitions by default
