Title of "My Search Result Templates" Page in Multibyte Language Is Garbled in IE

Symptoms
When showing "My Search Result Templates" page in the multibyte language environment (e.g. Japanese, Chinese, ...) via IE (8, 9, and 10), the title of the page is garbled like as "weblogicの検索...".
When showing the same page via other browser (e.g. Firefox), it correctly shows in appropriate language (e.g. Japanese).
Changes
This issue occurs after applied WebCenter Content Bundle Patch 11.1.1.8.9 or later.
