OAM 11.1.2.3 Console Not Accessible After First AdminServer Startup, Log Shows "Invalid OAM Keystore configuration" (Doc ID 2078116.1)

Symptoms

Oracle Identity and Access Management 11.1.2.3.0 has been installed and Oracle Access Management (OAM) has been configured as per the Installation Guide.
The Database Security Store was configured successfully.

However on first startup of AdminServer the following error is seen in the log and the OAM Console is not available:
