Authorization Failure Causes Authentication Reprompt During Coexistence Session Creation

Symptoms
In OAM 11g PS3 (11.1.2.3) system is configured to use coexistence from 10g to 11g.
The problem occurs when logging in at 10g and then accessing an application protected by 11g. Users who sign in with 10g and then next access an 11g resource for which they fail authorization are re-prompted for authentication.
Issue is only when moving from 10g -> 11g and only occurs when the user is not authorized to access the resource.
Expected Behavior:

When moving from 10g resource to 11g resource that user does not have authorization rights, they should get redirected to authorization failure URL rather than getting prompted again for credentials.
