How to determine if Local Optimization is enabled in Oracle SOA Suite 12c (Doc ID 2081255.1)

Goal

In SOA Suite 12c, "Local Optimization" was enabled by following the steps described in documentation, but there is no "Local Invocation" text in Flow Trace. From the flow trace it appears that the "Local Optimization" feature is not being used.
