Error creating PL/SQL Object MDS_INTERNAL_COMMON:PACKAGE BODY when running RCU

Symptoms
When running RCU on 12.2.1 the following error shows up while creating MDS data structures:
Error creating PL/SQL Object
MDS_INTERNAL_COMMON:PACKAGE BODY
The /tmp/RCU2015-NNN/logs/rcu.log shows the same error and the mds.log shows an error running the MDSINCB.plb
If you ignore the error, let the rcu complete and try to create a BPM domain, the domain creation will fail with
com.oracle.cie.domain.owsm.external.OwsmException: oracle.mds.exception.MDSRuntimeException: java.sql.SQLException: ORA-04063: package body "DEV122_MDS.MDS_INTERNAL_COMMON" has errors ORA-06508: PL/SQL: could not find program unit being called: "DEV122_MDS.MDS_INTERNAL_COMMON" ORA-06512: at line 1
