After 7.6.2 Patch 17 Upgrade Unable to Login via CatalogMover or UI (Doc ID 2089127.1)

Symptoms

After 7.6.2 Patch 17 upgrade, Unable to login to Catalog Mover.  A -2 error is received. 

When trying to login to Catalog Mover, unable to login after applying Patch 17.
- No errors in futuretense.txt or cas.log

Also, unable to login to WebCenter Sites UI.  Login redirects to login page again.
