Navigating to Another Application More than Once in New Tab Returns Error (Doc ID 2089159.1)

Symptoms

Navigating from a WebCenter Portal Framework application to another WebCenter Portal Framework application is working properly only the first time. The second time, the user clicks the link to the second application and an error message is generated.
This error only occurs in WebCenter Portal Framework 11.1.1.9.
The same test case works fine in 11.1.1.6 and with a standalone ADF (Application Development Framework) application.

The first time the user clicks the link to open the second application, a new tab is opened and the user can see the second application successfully.
If the user clicks the same link again to open a new tab, the following message is returned:

"Because of inactivity, your session has timed out and is no longer active. The page will automatically be reloaded in 10 seconds; if not, click here."

After this message, the first application will load in the new tab.


If all the tabs are closed in the browser and the initial WebCenter Portal Framework application is opened and the redirect link is clicked, a new tab will open with the second application.
Clicking again (second time), the redirect link in first application will open a new tab and user will see error message:

"Error 500--Internal Server Error oracle.adf.controller.AdfcIllegalStateException: oracle.adf.controller.ControllerException: ADFC-12019: The state ID for this request has been released."
