Could Not Start The Tuxedo "ORACLE ProcMGR V11.1.1.2.0 With VS2010" Windows Service On Local Computer (Doc ID 2089272.1)

Symptoms

Installed Tuxedo on a new server.  Go to Services, right-click and go to Properties, go to Log On tab, enter This account: "User ID" and "Password", click Apply, go to General tab and click on the Start button.
Received the following error for the Tuxedo Windows Service Account using "This Account" with a user ID and password:

"Windows could not start the ORACLE ProcMGR V11.1.1.2.0 with VS2010 service on Local Computer.  Error 1069: The service did not start due to a logon failure."

 The ProcMGR windows service starts if you use the Local System Account
