Scrolling Does Not Work Properly In The Certification Dashboard

When logged on to the Certification dashboard, you may have difficulty scrolling when there are more than thirty pending certification requests. To reproduce, scroll down through the requests, select one and you may see the screen hang while the message by the scroll bar says "Fetching data." Or trying to scroll down to the end, you may observe that the display jumps back to the top.
