Symptoms

If you have users & they need to look at data in a table on another schema, and this table has VPD (Virtual Private Database) policies assigned to it. When they view the table in SQL Developer (version 4.1.1.x.x or later) via Connection > Other Users > Schema > Tables > Table_name > Data

It results in error message
ORA-00904: "ORA_ROWSCN": invalid identifier
