Java SE 8 32-bit Silent Installation Fails on Windows x64 under System Account (Doc ID 2092393.1)

Symptoms

Silent installation of 32-bit Java SE 8, up to and including 8u66, on a 64-bit Windows server fails when installing under the System account.  The installer exits and no registry entries exist.

The issue can be reproduced at will with the following steps:

1. Check that Java is not installed on the system.
2. Run the command:

 4. Notice that the install fails.  The Java installer simply exits after several seconds and no files are installed, no registry entries are made.
