Symptoms

Issues:
  JPS-08549: Audit registration service not available during upgrade from 11.1.1.7 to 12.1.3
  javax.management.RuntimeMBeanException: OPSS Audit Store Reassociation not supported when reassocaiting from one OPSS DB store to another.

1. Upgrading 11.1.1.7 SOA domain to 12.1.3 fails with an OPSS error:
