Local Mail Client Option In Mail Settings Is Not Opening The Local Mail Client

When changing the Default Mail Client for Send Mail, it is not affecting the Out of the Box Mail Taskflow as expected.
How To Reproduce:
- Login to WebCenter Portal (WCP)
- Go to Administrator > Tools and Services > Mail
- Check the "Default Mail Client for Send Mail" to "Local Mail Client".
- The Mail Taskflow still uses WCP Mail Service rather than Thunderbired/Outlook.
Changing this setting does work for the Email Icon on Announcements however.
