[WLS 12.1.3]- Charset from HTTP Content-Type 'US-ASCII' does not match encoding from XML declaration 'UTF-8' (Doc ID 2099453.1)

Symptoms

On WebLogic (WLS) 12.1.3, client SOAP request is sent and handlers involved face below error when trying to invoke external PHP webservice with binary inline: 

 Content-Type is 'multipart/related; type="text/xml"; boundary="uuid:uid" and neither SAAJ nor MTOM is used.

The errors occur only in WLS 12.1.3. This does not occur in WLS 10.0 MP1 or WLS 10.3.6.
