OAM Migration Failing

Symptoms
Customer is migrating OAM from 10.0.3.4 to 11.1.2.3
Customer was able to migrate one environment: Dev but now the same process does not work on QA/Model environment.
Customer is trying to run the oamMigrate command in the Model/QA environment.
However, running the command at the command line fails, saying that the file IncludeFile.txt does not exist.
Looking at the self documented properties file, it says that if the migration method is "complete" it ignores this property.
oamMigrate command:
setLogLevel(logger="oracle.oam",level="TRACE:32",persist="0",target="AdminServer")
oamMigrate(oamMigrateType="OAM10g",pathMigrationPropertiesFile="<path>/oam_migration.properties")
Command output:
Warning: An insecure protocol was used to connect to the
server. To ensure on-the-wire security, the SSL port or
Admin port should be used instead.
Location changed to domainRuntime tree. This is a read-only tree with DomainMBean as the root.
