OID How to bulkmodify just the users that DO NOT have a certain Attribute Set (Doc ID 2101580.1)

Goal

How to use bulkmodify to modify a large number of users, and filter so that just the ones that do not have a certain attribute set, will be modified.
 

This can be useful in cases where users were migrated from a different, or older system, as well as users that are newly created in OID.

In these cases there could be inconsistencies between the records coming from those different sources and it may be foiund that there are missing values for certain attributes for a part of these users, that can result in different behavior of certain OID components, eg. Password Policies

In order to solve these inconsistencies bulkmodify can be used to modify the users' missing attribute, but filter out the entries that already have a value for this attribute.
