Append Does Not Work For Records In Same WEC Batch (Doc ID 2102315.1)

Symptoms

When trying to merge 3 documents from the same batch into one document and the documents have the same index value, using the 'Search and Append' function of the commit driver does not work. Depending on the timing, sometimes all 3 documents get committed into 3 separate documents; sometimes 2 documents got committed into 2 separate documents, and the 3rd document commit failed.
