WebCenter Content (WCC) Non-Author with RW Privilege Cannot Move a Folder (Doc ID 2102871.1)

Symptoms

End user with RW permission for both source and destination folder, attempt to move folder results in: "Unable to move items You do not have permission for 'update' operation on 'testmove' folder".

idccs_UCM_server1_current.log shows error:
