WebCenter Sites Patch 11 breaks catalogmover.bat

Symptoms
When you follow the installation steps for Sites 11.1.1.8.0 patch 11, once you've updated the installation directory by copying the contents of sites_install folder (step 10) and deleted the old 3rd-party jars (step 13) catalogmover.bat does not work any more.
Occurs an following error.
