Symptoms

During startup of the managed server for SOA/BPM an error is seen:

WSM-02017: oracle.wsm.policymanager.accessor.ClasspathAccessor:The document "/policies/oracle/wss_saml_or_username_token_service_policy" does not exist in the repository.

When running the validator URL (http://<hostname>:<port>/wsm-pm/validator), The information on the page says "Policy Manager Status: Non-operational"

In the logs, the message is

<Error> <oracle.wsm.resources.policymanager> <WSM-02491> <Contents for the Policy Manager Validator page could not be fetched due to "java.lang.NullPointerException".
