Unable To Login In Webcenter Sites (Doc ID 2107005.1)

Symptoms

Cannot login to Sites UI. When accessing a url like http://<host>:<port>/<context> which should redirect to the login page, instead a HTTP 503 error is returned.
There are no errors in Sites logs, and no sign in Sites access logs that these requests are reaching the Sites application server.
