Getting below error when navigating to the Content UI at http://<hostname>:16225/wcc

"Error System Failure Occurred. Contact your site administrator"

Issue can be reproduced at will by executing following steps:

1. On a 12.2.1.0.0 instance, go to <$MW_HOME>/oracle_common/common/bin
a. Run the WebLogic scripting tool command: ./wlst.sh
b. Once in the scripting shell, enter: connect()
c. Now enter - username followed by password
d. Enter server URL, ex:- t3://<hostname>:16225

2. Once connected to the server, issue the following command:

 None, but may happen on existing installations as well.
