WFR Import Is Failing With "System.OutOfMemoryException" or "Out of memory" In RTS

When attempting to process a particularly large .TIF file, the following Run Time Server (RTS) error occurs:
This error also may appear, depending on startup conditions:
The issue can be reproduced at will with the following steps:
1. Create a project and RTS Instance that uses an Oracle DB for Batch processing.
2. Add a very large (>45MB) .TIF file to the Import Directory (the size of the TIF that causes the problem may vary depending on the environment).
3. Startup the RTS Instance.
4. Observe the errors in the RTS Statistics display port.
Upgrading from 10g to 11g version and/or changing from file system batch processing to database batch processing.
