Symptoms

The WebCenter Content domain is configured with multiple LDAP providers.

The virtualize property is set as true as per:

KM 1359171.1 -- How to Configure 11g WCC so that it Works Correctly Against Multiple Authentication Providers

When one of the LDAP servers are down or not accessible, it can take several minutes for users to get logged into the WCC.

Or they potentially won't be able to get logged in at all.
