All Protected Resource Accesses Result In System Error After To Upgrade (Doc ID 2118584.1)

After upgrading OAM to, all resource accesses result in a an OAM System Error before credentials are provided.  A review of the OAM diagnostic logs in trace show that there appears to be a failure to verify that the resource is protected on the OAM server, EG:
