12c (12.2.1.0.0)
While attempting to change the preferences (Edit -> Preferences) in Forms Builder when NLS_LANG is set to Non-English such as GERMAN_GERMANY.WE8MSWIN1252, the following error occurs.
The issue can be reproduced using the following steps
1. Set the NLS_LANG to GERMAN_GERMANY.WE8MSWIN1252 in the Registry.
2. Modify the Forms Builder Preferences using the option "Edit -> Preferences"
3. The crash occurs.
