Symptoms

Sites/Cas deployments fail to start with the following error shown in WLS console:

weblogic.application.ModuleException: org.apache.commons.logging.LogConfigurationException: User-specified log class 'oracle.wcsites.logging.odl.SitesODLLogger' cannot be found or is not useable.:org.apache.commons.logging.LogConfigurationException:User-specified log class 'oracle.wcsites.logging.odl.SitesODLLogger' cannot be found or is not useable.

and the following in server's .log:
