OVD 11g Connectivity Performance Causing OAM Intermittent Login Failures. Load Balancer Log Reports: ACE-4-442007: VIP in class: '<VIP_HOSTNAME-NON_SSL_PORT>' changed state from INSERVICE to OUTOFSERVICE (Doc ID 2120353.1)

Symptoms

Oracle Access Manager (OAM) servers connecting to Oracle Virtual Directory (OVD) 11g servers via load balancers (lbr).

OVD connectivity performance causing intermittent login failures in one environment.

Load balancer logs reporting failures to reply with a FIN in response to a FIN from the load balancer:
- After a 5 second pass, the load balancer resets the connection (and marks the session as a failed probe)
- When that happens twice, it results in the load balancer taking server OUTOFSERVICE

This ultimately causes login failures.
