Wallet Errors Post OAM Upgrade from R2PS2 to R2PS3 using CERT Mode (Doc ID 2121062.1)

Symptoms

After an upgrade from 11.1.2.2.0 to 11.1.2.3.0 using CERT Mode communication webgate is unable to communicate with the OAM Server with below error

"Function exited" _TraceName^ObAccessException::getCodeString _TraceDuration^0.000034 String^Cannot get message for ObAccessException_NO_AGENT_KEY

Exception thrown during WebGate initialization"
The agent does not have secret key configured." raw_code^220
"Function entered" _TraceName^WebGate::Initialize

 OR

"The underlying wallet operation failed." raw_code^223
"nzcsfOCS_OpenCredStore failed" error^29106

"Function exited" _TraceName^ObAccessException::getCodeString _TraceDuration^0.000030 String^Cannot get message for ObAccessException_WALLET_FAILURE
"Exception thrown during WebGate initialization"
"The underlying wallet operation failed." raw_code^223
