Symptoms
After upgrade of the database from 11.2.0.3 to 12.1.0.X, OWB performance is bad. It takes the Design Center 3 hours to open, 30 minutes to expand "Locations" on the Locations Navigator.
In OEM, each time a select from CMPSCOElement_V is the current SQL.
