Enterprise Capture Does Not Start and Error "java.sql.SQLRecoverableException: IO Error: The Network Adapter could not establish the connection" (Doc ID 2123289.1)

Symptoms

Enterprise Capture does not start.  Lsnrctl start generates the error:

SQLDeveloper cannot open the connection to the Oracle database

The server log displays the following error at startup:
