IBR Server Not starting csRefineryFileSystemLocked on reservefilesystemforserver.flck error on a new installation (Doc ID 2125335.1)

Symptoms

On : 12.2.1.0.0 version, Conversion

When attempting to log into IBR, it's not working and the following error occurs in the logs. Keep in mind that this is a new fresh installation.
