Using Enterprise Capture to Import a PDF Including Russian Language Characters Fails (Doc ID 2126933.1)

Symptoms

When importing PDF files that include the Russian character set, using a scan and import profile, and converting the PDF files to images, the Russian characters are not displaying correctly.

The issue is reproducible with both Capture import and the WebCenter Content: Imaging Viewer.
