FRM-40010 Cannot Read From /path/form.fmx Error in 12c (Doc ID 2129672.1)

Trying to run a form using the full path location for the forms module fails with the following error:

Example

http://hostname:port/forms/frmservlet?form=/tmp/test.fmx

FRM-40010: Cannot read form /tmp/test.fmx.

** From above example test.fmx is located under /tmp folder

This same approach to run forms works fine in 11gR2 version.
