SOA 12.2.1: Unable to deploy composites with OID LDAP user

The installation was made following the steps in the Enterprise Deployment Guide:

The deployment works fine using the WebLogic user, which is in the embedded LDAP.
When using an external OID Authenticator, an access denied error is generated.
