Symptoms

WebCenter Sites 12.2.1.0 integration is supported for Oracle Access Manager 11.1.2.2.0 and 11.1.2.3.0.
- In the 12.2.1.0 documentation named "Installing and Configuring Oracle WebCenter Sites", chapter 13.2 "Switching to Authentication Against Oracle Access Manager" provided the configuration information.

After following all the steps listed in this chapter, when attempting to access the base URL for Sites, the following error is received in the browser:
"Could not initialize wem context"
