Symptoms

While attempting to run the Fine Grained Entitlement Exceptions By Resource for an application instance created via target reconciliation, there is a significant amount of child data missing from the resulting reports for entitlements and from the underlying UPA_FORMFIELDS.  This is seen happening for first reconcilliation event for a given account. From second recon onwards child data were getting audited.
