OIM Server Configuration Hangs with "java.lang.Exception: The updateBIPJMSSecurity.py is failed" in the Install Logs

While configuring the OIM Server as part of a new install or upgrade, the Oracle Identity Manager Configuration Wizard hangs and the following error is seen in the installation log.
NOTE: In this case, the Oracle Identity Manager Configuration Wizard was hung for 30 minutes and was cancelled after waiting an hour
