Tuxedo 11.1.1.3 Rolling Patch Failing to Install and Receiving Permission Denied Errors

Symptoms
Attempting to run the patch install script from the Tuxedo rolling patch(also known as RP) installation directory and receiving errors when the script tries to create the "PortReleaseNotes.txt.pbk" file.
After entering the appropriate information, the patch installation immediately fails and below shows the error:
The one installing the rolling patch is not the one who installed the Tuxedo base binaries. The Tuxedo 11.1.1.3 base binaries were installed at a previous time separate from the attempt to install RP032.
The uninstaller_RP032 directory has not yet been created. It does not yet exist in the location pointed to by the Tuxedo environment variable $TUXDIR.
The TUXDIR registry.xml file still has the previous/old RP patch level listed.
Executing the Tuxedo command "tmadmin -v" though indicates that the rolling patch level (RP###) for this patch has been installed.
