Oracle Access Manager (OAM) In Upgraded Env From R2PS2 Replication REST Service Fails "Not authorized. Provide Authorization Header" (Doc ID 2134070.1)

Symptoms

This is an upgraded environment from 11.1.2.2 BP07 to 11.1.2.3 BP05 as per the upgrade guide.

The replication was setup before the upgrade and APS was working. However post update the rest services are not getting invoked on both Primary and Clone admin servers.

OUD is the Default and System store in Primary and clone.

Administration group is present in Global Admin roles of<WLS_ADMIN>. <WSSO_ADMIN> is also added as a user.

Also tried using<WSSO_ADMIN> which is the user in OUD and is a System Administrator in OAM Console.
