Weblogic 12.2.1 does not create or print to logs that is specified in logback.xml

Below is the content of logback.xml in application war file

This issue can be reproduced at will with the following steps:

1. Create a logback.xml with the file and class references
2. Check the log file for any entries and found it to be non existing
